West Chester University - Construction of Academic Classrooms & Office Complex

This was a new 90,000 SF, 5-story construction project on the Campus of West Chester University. This contract was issued through the Department of General Services (State of Pennsylvania). This was a 2-year construction timeline. Allstates Mechanical was the Prime HVAC contractor on this project and installed the following: Air Handlers, Fan Coils Units, Water Source Heat Pumps, Finned Tube Radiation, Cabinet Unit Heaters and Unit Heaters and ATC System. There was a total of 9,000′ of 8″ to ½” pipe and expansion joints which was insulated and jacketed. All new duct was also insulated. This project required shutdown of the main college geothermal system to perform tie-ins and replacement of expansion joints. This required extensive schedule coordination with the Owner in order to alleviate any disruption of the 15,000-student population. Along with the coordination of shutting down of this system, we performed pedestrian and vehicular traffic management with multiple work interruptions. There was temporary heat and cooling during the construction process. As this was a multi-prime contract there was a coordination process including extensive coordination drawings using 3D Revit for which we performed as the lead contractor. There was also a commissioning agent on this project.

 

All of Allstates Mechanical, Ltd.’s employees were required to obtain and maintain the following background clearances: child abuse, Pennsylvania State Police, FBI and Arrest/Conviction report (Act 24) prior to working on this project.

This project has been built to LEED Gold standards. These standards have set the bar for cleanliness, housekeeping, waste management and Indoor Air Quality. There was an Indoor Air Quality (IAQ) management plan that we wrote, and monitored for the duration of the project. The IAQ plan included, but is not limited to, housekeeping, sealing off of unfinished ductwork and equipment, temporary exhaust, filter replacement, and comprehensive documentation. Housekeeping has been maintained on a daily basis and closely monitored by our field superintendent to ensure that there is no construction waste and limited dust and dirt. All trash and recyclables were removed from the site and logged/tagged monthly as required by our refuse hauler for the duration of the project to ensure LEED Compliance. Also as this was a Buy US Steel project, all ST 1-4 reports and mill certifications were maintained and filed throughout the project.

In order to achieve LEED Gold status, Allstates Mechanical, Ltd. maintained and certified the removal of construction materials to the appropriate containers and offsite facilities. Allstates Mechanical, Ltd. formulated and maintained a Waste Management Plan for this project and enforced this for all of its onsite subcontractors. In order to maintain a safe working environment even during new construction, housekeeping was of the utmost importance to the employees of Allstates Mechanical, Ltd. Employees were to take all personal trash along with any construction waste to the designated receptacles. This also helps to ensure a safe working environment for other trades.
